Dubai: In a significant move to strengthen its position as a global hub for innovation and advanced industries, the UAE has rolled out the first phase of its Research and Development (R&D) Tax Incentives Programme. The initiative offers businesses a generous tax credit of up to 50% on qualifying research and development expenditures, marking a major step toward encouraging private-sector investment in innovation and technology.
Under Phase 1 of the programme, companies can benefit from a non-refundable tax credit capped at Dh5 million. This move is designed to reduce the financial burden on businesses investing in R&D activities, while simultaneously supporting the country’s long-term economic diversification and growth strategy.
The Ministry of Finance highlighted that the programme is tailored to make it easier for companies to engage in research-driven initiatives. As the UAE continues to position itself as a leading destination for cutting-edge industries and emerging technologies, this incentive is expected to play a crucial role in attracting both local and international businesses.
Early-stage tax guide
The introduction of this incentive aligns with the UAE’s recently implemented corporate tax framework. Authorities explained that the non-refundable nature of the tax credit reflects the early stage of the corporate tax system and ensures that the programme remains straightforward and easy to administer.
Officials also emphasized that the structure of the incentive is consistent with global tax standards, including the OECD’s Pillar Two framework. This alignment is expected to provide companies operating in the UAE with greater clarity and predictability regarding their tax obligations, further enhancing the country’s appeal as a business-friendly environment.
Data-driven approach
Phase 1 of the programme will also function as a pilot phase, allowing policymakers to evaluate its effectiveness. The Ministry of Finance plans to closely monitor how businesses utilize the incentive, analyze its economic impact, and collect valuable data to improve future iterations of the scheme.
Based on these findings, Phase 2 could introduce more advanced features, such as refundable tax credits or expanded eligibility criteria for R&D spending. These enhancements may apply across various sectors or target specific industries that are critical to the UAE’s economic vision.
Attract investment
The phased rollout of the R&D Tax Incentives Programme is part of a broader strategy to create a competitive, transparent, and globally aligned tax system. By offering attractive incentives and maintaining regulatory clarity, the UAE aims to draw increased foreign investment and foster a culture of innovation.
Authorities believe that this initiative will not only accelerate technological advancement but also support business expansion and contribute significantly to the country’s long-term economic transformation.
