The Salik system, which translates to "clear" or "open" in Arabic, is Dubai’s automatic electronic toll collection (ETC) system designed to ensure free-flowing traffic on major roads without the need for physical toll booths or barriers. Understanding this system is crucial for any new driver in the UAE to avoid escalating fines.
1. The Technology: Free-Flow Tolling
Salik operates using Radio Frequency Identification (RFID) technology:
- The Salik Tag: This is a small, electronic sticker placed on the inside of your vehicle's windshield, positioned about one centimetre below the rear-view mirror. This tag contains an RFID chip linked to your prepaid Salik account.
- The Toll Gates: These are overhead gantries (structures) located on highways like Sheikh Zayed Road. As your vehicle passes underneath at normal highway speed, the gate automatically scans the RFID tag.
- Automatic Deduction: The applicable toll fee is instantaneously deducted from your vehicle’s prepaid Salik account balance. There is no need to slow down or stop.
2. Getting Your Salik Tag and Account Activation
Every vehicle traversing a Salik gate must have a registered and activated tag.
- Purchase Cost: The standard Salik tag kit costs AED 100 when purchased in-person at authorized locations like major petrol stations (ENOC, EPPCO, Emarat, ADNOC) or RTA Customer Happiness Centers. This cost includes AED 50 for the tag itself and an initial prepaid balance of AED 50 credited to your account upon activation. Online purchases typically cost AED 120 due to an added delivery fee.
- Installation: The tag must be securely affixed to the correct spot on the windshield. For vehicles with metallised or metallic windshields, the tag should be placed on the lighter, dotted area to ensure the sensor can read it.
- Activation: After purchase and installation, the tag must be activated online via the official Salik website or the Smart Salik App. You will need the Salik tag number, activation key (from the kit), and your vehicle registration details (Mulkiya).
3. Toll Charges and Dynamic Pricing
Dubai has implemented a dynamic or variable pricing system to manage congestion, with different rates applying based on the time of day.
- Current Rate Structure (Outside of Ramadan):
- Peak Hours (AED 6 per crossing): Morning: 6:00 AM to 10:00 AM | Evening: 4:00 PM to 8:00 PM (Monday to Saturday).
- Off-Peak Hours (AED 4 per crossing): 10:00 AM to 4:00 PM | 8:00 PM to 1:00 AM (Monday to Saturday).
- Toll-Free Period: 1:00 AM to 6:00 AM daily.
- Sundays: A flat rate of AED 4 applies throughout the day (excluding the toll-free period and public holidays/events).
- Ramadan Adjustment: During the Holy Month, the peak hour timings are adjusted, and extended free/discounted hours are often implemented to accommodate changes in travel patterns.
- Single-Charge Rule: For specific dual-gate locations (like Al Mamzar North & South, and Al Safa North & South), you are only charged once if you pass through both gates in the same direction within a one-hour period.
4. Avoiding Salik Fines
Maintaining a positive Salik balance and ensuring your vehicle is registered is critical. Fines are automated and can escalate quickly.
- Violation 1: Insufficient Funds (ISF)
- If you pass a gate with a zero or negative balance, you are granted a grace period of five working days from the trip date to recharge your account.
- Fine: If the account is not recharged within this period, a fine of AED 50 is imposed per trip, with a maximum of one fine per day per vehicle.
- Violation 2: Unregistered Plate (URP)
- If you drive through a Salik gate without a registered tag on your vehicle, you have a grace period of ten working days from the first trip date to purchase and activate the tag.
- Fine Structure (if tag is not registered within 10 days):
- 1st Crossing: AED 100
- 2nd Crossing: AED 200
- Subsequent Crossings: AED 400 for each trip thereafter (Maximum one breach per day per vehicle).
5. Managing Your Account
- Recharge: The minimum recharge amount is typically AED 50. You can top up using the Smart Salik App, the Salik website, recharge cards available at petrol stations, or through participating bank ATMs and online portals.
- Account Monitoring: It is strongly recommended to monitor your account balance and recent trips via the official Salik App or website. The system typically sends an SMS alert when your balance is low.
